Taking a look at your information, it looks like you added an Apache module that is not a part of cPanel or its bundled services called mod_evasive installed on this server. This module is designed to help protect the Apache webserver against DoS and DDoS attacks. This module works by maintaining a dynamic list of IP addresses and blocking access from any IP address, which exhibits suspicious behavior such as issuing too many requests per second.

When a request is blocked, you will see it a log generated in /var/log/apache2/mod_evasive/, and any additional requests will return a 403. If you still wish to use this module or uninstall it, then you will need to get in touch with your system administrator for assistance in managing this information.

You can also configure mod_evasive to upper limit, so that it does not block requet when websites get some visitors.
